"Analyze the structure, investment functions and financial reporting of the existing Provident and the Pension Funds

Prepare for each investment fund: initial financial statements and assess immediate expected cash flows
Prepare organization plan for SFMH investment unit, including description of functional departments; development of organizational chart, size of management and staff, skill sets needed by management and staff, reporting lines and authorities; and definitions of outside contractual relationships such as brokers, independent auditor, trustees
Develop an operating budget (short term and long term) and propose monthly reporting of budget and investment fund expenses
Prepare a plan to transfer management of Provident and the Pension Funds and other funds to the SFMH investment unit include objectives, sequencing, timeline
Present (i) to (v) to the Provident and the Pension Funds’ Board for approval
Assist legal advisor and international pension specialist in development of the draft SFMH Act
Design standard operational procedures for SFMH
Define standards of financial reporting and controls, procedures and rules; assist in implementing practices; write financial reporting and compliance manual.
Define accounting procedures and rules, assist in implementing accounting practices, and write accounting manual.
Define rules for reporting investment expenses and returns; define investment benchmarks and rules for comparing and reporting benchmark and actual returns; write manual for tracking and reporting investment returns, benchmarks and expenses
Define needs regarding software to perform calculations associated with valuing and reporting
Investments, expenses and benchmark comparisons; recommend and procure software packages Advertise to hire services, or prepare tenders for outsourcing, of trustee, brokers, internal auditor and external auditor
Assist legal advisor in further development of the draft SFMH Act, the preparation of the rules and the required legal documents
