REACH is a Regional Accountable healthcare delivery system which will establish 20 primary health care centers or Spot Clinics that provide preventive health care and treat uncomplicated illness, and a secondary health care center in Phnom Penh, which will manage slightly more complicated cases from referrals. The model is based on substantial evidence that greater emphasis on primary care can result in higher quality care at lower cost. The model combines the core tenets of primary care, which is continuous, comprehensive, and coordinated across the care continuum with innovations such as the use of electronic information systems, population-based management strategies for infectious illness, maternity and child health care and continuous quality improvement. The Spot clinics will also have a small pharmacy and a lab diagnostic center attached to it and staffed by nurse coordinators or physician assistants and pharmacists. It will initially target Cambodia where the need is greatest and expand to other Asia-Pacific nations including India, Myanmar, Vietnam, Laos and China. Health care is rapidly expanding across Asia with annual growth of 20% compared to growth in the USA at just 6.5%.
